It sounds like a very poor plan. Whoever designed this left out a very important maintenance detail. There "has" to be some sort of fasteners to hold the seat on... so I would carefully inspect the seat for fasteners and proceed from there. If you can't solve this problem I would consider removing and redesigning the positioning of the commode.
Meanwhile you may want to take some washers and cut a slot in them and stack as many as you need and gently tap them under the seat to tighten it up , temporarily .. but this won't last forever..
